DEFINITIONS: – an item of unknown origin whose contents are unknown , but th  UNATTENDED (i.e. Bomb Threat; at which lacks any articulable information or intelligence History of Associated Threat s; Unusual Mark ings, Wires, or Lights Attached; Leakage of any Liquid Material; Noise Emanating from the Item; Unusual Odor, etc) that upgrades the item from unattended to suspicious. Something that seems to fit in the environment in which it was discovered (i. e. a piece of luggage on an airport shuttle, or a purse under a table at a restaurant, a gym bag etc) unless secreted in a manner to draw suspicion. at a health club,  – an item identified as potentially containing explosives, an improvised explosive device (IED), or other hazardous materials t hat requires bomb SUSPICIOUS ble information or intelligence that would upgrade an unattended item to a technician skills and equipment to further investigate. Positive and articula suspicious item would be: An Associated Threat to th e area where the item was discovered; History of Associated Threats; Unusual Markings, Wires, or Lights m; Unusual Odor; Visible Tanks or Bottles with Liquids; Exposed Circuit Board ; Attached; Leakage of any Liquid Material; Noise Emanati ng from the Ite etc. ASSESSMENT OF THREAT ASSOCIATED WITH UNATTENDED ITEMS: IF POSSIBLE, ASK QUESTIONS BEFORE APPROACHING  Who found the unattended item? Is there a current threat situation? o o Has there been a histo ry of threats? What does it look like? Where is it located? Does it have any unusual odor? o o When was it first observed (use surveillance cameras, if available ) ? Are there any wires, lights, or markings ? o you consider it a concern ? Is it leaking any liquid substances? Why do o Any suspicious bystanders in area? How was it found?  HOW TO RESPOND TO AN UNATTENDED ITEM o Make a decision to approach cautiously (or not approach at all) o ersus no radio communications Consider use of radio communications v o Maintain situational awareness ( bystanders, t he environment, etc) o Conduct a quick external inspection of the item ( wires, exposed electronics, any noises, chemical or fuel smells)  Keep in mind Victim Initiated or Timer Initiated types of improvised explosi ve devices o Call for a Canine and/or Bomb Squad response and provide intelligence you gathered from above to responding technicians

2 I U N E C V L T A I S S S N I E F S I E T D N E / M E L C A R W O F E N S N O R W C A E L M E / N T D E S I E F N I S E I S T A I U V L E C N F HOW TO RESPOND TO A SUSPICIOUS  ITEM o DO NOT APPROACH , TOUCH, TAMPER WITH, OR MOVE ITEM o DO NOT USE A CANINE TEAM ON A SUSPICIOUS ITEM o Request Bomb Technician response to a shielded safer location o Move others away from the suspicious item in a calm, but quick manner Set and maintain a perimeter in accordance to the chart o on next page o Utilize distance and shielding keeping in mind glass and other falling hazards should device initiate o Search for secondary devices in the area o spicious bystanders or observers who ask probing questions about ongoing incident Be aware of su o Keep witnesses on scene to assist bomb technicians and other investigative personnel o Obtain a complete description of suspicious item and be very detailed o Attempt to draw a pictu re of the device or take a photograph, if possible
